Hwe1916 e83b906ed0 feat(agent): add 3GPP RAN2 proposal RAG agent 
Retrieval-augmented pipeline on top of minimind: document indexing, evidence retrieval, and an agent loop that answers questions with citations back to 3GPP meeting documents.
